Is an agency better than working with one writer?

I have been looking at different ways to get help with a writing project, and I noticed that some people recommend a ghostwriting agency instead of working with one freelancer. I do not know which option is easier or gives better results. If you have tried either one, what was your experience? Which choice would you suggest for someone doing this for the first time?
